Sift or vigorously whisk together the white sugar, flour, baking soda, cocoa powder and salt. Be sure that these are all mixed and that any lumps are broken up.
To get the super smooth effect of boxed mix, you can pulse it a few times in a food processor.

To make brownies: Preheat oven to 350 degrees and coat a 9x9 square pan with cooking spray. Add 1/2 cup vegetable oil, 2 eggs, and 1 teaspoon vanilla extract to dry brownie mix, stirring until just combined. Pour into baking pan and smooth the top.
